Lagos State Deputy Governor and All Progressives Congress (APC) governorship candidate, Obafemi Hamzat, has unveiled plans to tackle traffic congestion, housing shortages, insecurity and other challenges facing the state if elected governor in 2027.

Hamzat presented his “Promise Agenda” on Tuesday at an event organised by the Lagos Chamber of Commerce and Industry in Victoria Island, Lagos, describing the programme as a social contract with residents.

He said implementation of the agenda would begin on May 29, 2027, if he wins the governorship election.

On transportation, Hamzat said traffic congestion costs Lagos an estimated ₦1 trillion annually, with residents spending an average of four hours daily in traffic.

He pledged to expand bus services, improve rail infrastructure and develop waterways to ease pressure on roads. He also promised to upgrade ferry terminals serving communities, including Ikorodu and Badagry. As part of his environmental plans, the APC candidate said his administration would plant 10 million trees within four years.

On housing, Hamzat promised to collaborate with private developers to increase the supply of affordable homes. He also said his administration would explore mortgage arrangements to help young people and low-income earners access decent accommodation.

Addressing security, he pledged to recruit an additional 2,500 safety personnel, noting that the expanded workforce could provide a foundation for state policing if the necessary constitutional approval was secured.Hamzat also promised to support small businesses, harmonise government levies and expand access to water for six million people through ongoing infrastructure projects.

On food security, he disclosed that the state was developing a 420-hectare food logistics hub and cold-chain network aimed at reducing food waste and transportation costs. He further proposed a ₦500 billion guarantee scheme to support farmers and strengthen agricultural activities.

The APC candidate said the agenda would include measurable targets to enable residents to assess his administration’s performance and hold it accountable for its commitments.
